Colonel Frederick Cathcart is the base commander of Fort Apogee and the highest ranking Protectorate officer in the South. You can find him in his office on the second level of Fort Apogee, just north from the main hall. He is armed with a pistol and carries an EMP Grenade.
Background
Cathcart was born in North Underrail 54 years ago. Not much is known about his life prior to joining the Protectorate, and no official sources confirm his participation in the takeover that transpired fifteen years ago, but he is known to have already held the rank of lieutenant a few years later. Five years ago he was chosen to be commander of the South Underrail Expeditionary Brigade. With the construction of Fort Apogee underway the Protectorate gained its first true foothold in the region, and soon Cathcart was promoted and assumed control of all troops in the South.
Above all else, Cathcart greatly values, and from his soldiers demands adherence to the laws and protocols of the Protectorate. Although not opposed to diplomacy if the situation allows for it, he will not hesitate to use force if that is expected to achieve better results. At the same time, he is mindful of the faction's public image, and is strongly critical of extreme methods such as those employed by the Chemical Assault Unit.
Despite his age, Cathcart is still in good physical condition, albeit his eyesight is no longer what it once used to be. As a person he is firm but polite, with the mannerism of an educated northerner. He had been married twice, but both ended in divorce. At Fort Apogee he maintains a friendship with Staff Sergeant Fraser.
