A Flux Controller, specifically Biocorp-Seddar FC-11z Flux Controller, is a common, interchangeable part for modern power generators.

Uses

One such flux controller is used in retake the outposts to restart the outposts' generator.
Another is needed to repair a generator in Core City Sewers during Praetorian Security's questline.
