You get this as your next mission objective when you witness the Tchortists' stealing the cube from Coretech Research Facility during any of the Core City oligarch questlines.
You may return to SGS and inform Tanner that the Tchortists stole the cube, but it is not strictly necessary.
Objectives
- Find out where the Tchortists have taken the cube and find a way to infiltrate their ranks.
Walkthrough
Make your way to the Institute of Tchort in Upper Underrail. A cutscene should trigger when you enter the courtyard. Talk to Efreitor Denzil and he'll give you a task to return the Reaching Man from lunatics. The lunatics and the statue are two zones to the west from University Station outside the Institute's gates, in the Emporion Shopping Mall. The statue is found on the second floor. Once you return the metal figurine and pass an interview, you're free to enter the Institute.
