Buggy skillchecks

All the mercantile skill checks are supposed to use effective skill value, just like all other such skillchecks. Never base value. Will be fixed in 1.0.3. I won't change the article yet but I'm noting this here lest it be forgotten. - epeli (talk) 13:14, 17 October 2017 (CDT)
