Because I have a couple of "banked" levels, I was able to verify the exact Mechanics skill necessary to repair the gate. It is exactly 115 or higher (effective skill).

On the other hand, I also tested not having the required toolkit nor the TG-44HD Service Manual, either in my inventory or at least in the "zone".

From that, it appears you do need the toolkit in your direct inventory. If it's in the room (say, laying on the floor), you are advised that you need the proper tools).

OTOH, I was able to repair the gate although the TG-44HD Service Manual was not even in the same zone (I had left it one zone over up at the top of the stairs).

So.. I'm not sure if it was necessary only to have found the service manual (way earlier in my play-through, so I can't easily test that); which may have triggered an in-game switch indicating that your PC now has the "knowledge" needed for the repair, or if it wasn't necessary to have found it at all.
