Once you've revealed the weakness Blaine knew about Scrapper's defense, Silas wants you to get help for the upcoming battle, either from South Gaters or from the Protectorate.

NOTE: If you kill Blaine or reveal the wormhole to scrappers, you cannot do the last quests for Black Eels!

Protectorate support

On the other hand - if you want Protectorate's help, just head to the embassy and tell the situation to ambassador Athanas. The Union will gladly help on the condition of letting them increase their military presence in Junkyard gate and docks.
