Vince's little gang is blocking the passage to western part of Junkyard slums, where the United Stations Embassy is, demanding payment of 5 charons to pass.
Skilled burglars may bypass him by lockpicking and sneaking their way through one of the shacks and players with 7 effective Agility can simply jump the nearby fence, but others will have to deal with him, either by paying, talking their way inside or by more violent means. With a high enough Stealth skill, he can be walked past.
